The Yakima BackSwing part # Y02483 that you referenced is a form of hitch extender as there isn't a way to add the pivot function without also adding length. This does add 14 inches as an extender and also does cut tongue weight capacity of the hitch by 50 percent due to added length. I do have options but I spoke to Konig and they do not offer the König K-Summit K79 Tire Chains in the US. Instead, I recommend the Titan Chain Alloy Snow Tire Chains part # TC2327 which are one of my personal favorites. I would love to give you an exact recommendation on a bike rack that would work for you but unfortunately I cannot as there are simply too many variables. For example, there are many different types of Pedego Bikes and there isn't one rack that works with them all. We do not have custom roof racks for the 2021 Land Rover Defender, so you will need to use a universal roof rack.
For that, we have the SeaSucker Monkey Bars Roof Rack, part # 298-SX6000B. These use vacuum cups to mount to the roof and provide you with round bars. They are 48" long and have a 150-pound capacity, but make sure to check your owner's manual to ensure that your roof can handle that weight.

Yes, the Titan V-Bar Ladder Tire Chains part # TC2828CAM are a fit for your tire size of 255/60R20 and would work great. V-bar chains are really great in icy conditions too since the v-bars break up the ice. I would recommend tensioners too like the part # TCMA2. I have always been partial to hitch mounted bike racks. I believe them to be more stable than racks mounted to the spare tire on the back of your vehicle. The hitch mounted bike rack also provides more flexibility. You can get them in multiple sizes, from two bikes up to four bikes. The best hitch extender will be the shortest one that still gives you the clearance you need. Since it sounds like you only need a little more clearance our shortest option which is the Brophy part # HE06 which is an extension that is 7 inches long. The longest fixed ball mount we offer is the Hidden Hitch Ball Mount part # 80232 which measures 15-3/4" from the center of the hitch pin hole to the center of the ball hole.
